Icloud sync doesnt work

Hi I am using two iPads. But iCloud sync doesn’t work even though I bought Max. And I tried self sync and then my files go away. I miss them but never meet again. Its five seconds before my brain bursts. I think when this e-mail arrives, it must have already exploded. Please give me a help

Both iPads have been set up “Enable Automatically for Each StudySet” (Files are added, but the contents of writing or bookmarks saved by TOC are not synchronized)

Log out of both devices and log back in with your Apple ID in the system settings

I tried logging in again after logging out, but this doesn’t work. Is there another way? If it was a device problem, other applications should also be out of sync, but others are very good at synchronizing between the two devices.
